Over time, the perception of threats relevant to national security has evolved, as have the role and practices of naval forces. This article explores the historical context, current challenges, and adaptations in maritime security. It also delves into the rise of non-traditional maritime security threats and how various actors, including Private Military and Security Companies, address these challenges in cooperation with state agencies.

## Introduction

Maritime security plays a crucial role in safeguarding national interests and global trade. Historically, the emergence of nation-states, control over water areas, the monopoly of violence at sea, and maritime trade have shaped our understanding of maritime security. The distinctions between political and economic interests, national and international concerns, and private and public spheres have evolved over time, influencing national maritime interests. By tracing these changes, we gain insights into the current understanding of maritime security and its relationship with national security.

## Current and Future Maritime Security Risks and Threats

Piracy remains one of the oldest and most pervasive threats to commercial maritime activity and trade. Despite significant investments by multiple nations to eliminate piracy, it persists as a challenge. While piracy has decreased in some regions (e.g., the Gulf of Aden), it has shifted to West Africa’s Gulf of Guinea off Nigeria. In 2019 alone, 64 out of 162 worldwide piracy attacks occurred in this region.

Beyond piracy, non-traditional threats pose new challenges. These include:

3. **Cybersecurity**: As digitalization increases in shipping operations, cyber threats endanger vessel safety, navigation systems, and communication networks.
